I was quite surprised to see such a vivid modding community around Simcity 4. Besides an endless list of minor addons, buildings and goodies, there’s the Colossus Addon Mod. It expands the basic features of the game. It’s not just aesthetically, it changes the gameplay itself.

To accommodate the new stages, Maxis LOTs have been “fixed” as well as a whole
plethora of works have been re-engineered to take advantage of the new stages. “
Currently reinstalling Simcity 4 again, want to give this mod a try. I’ll keep you posted.
